Answer: Affordable Housing was a phenomenon created during the conservative government of Margaret Thatcher (Malpass 2000: p171) that aimed to make the production of social housing more economical. Housing for lower income earners was previously provided in the form of state funded council housing, but the Conservatives set in motion a new system for housing the masses that would shift this responsibility to the market in order to make it as efficient as possible. The concept of Affordable Housing through section 1.06 agreements (Crook 2002: p.3) is today accepted as the preferred means of producing social housing, and this essay will address the economical issues behind this scheme as it is laid
