Answer: Party rivalry undermines the work of Congress as it slows down the legislative process leading to legislative gridlock-there is difficulty passing laws that satisfy the needs of the people. Throughout almost the entire Obama administration, the Republicans have controlled the House and the Democrats controlled the Senate from 2011-2014, resulting in two terms of divided government. For example, the Senate declined to pass the bill with measures to delay the Affordable Care Act, and the two legislative houses did not develop a compromise bill by the end of September, which was the deadline, causing the federal government to shut down due to a lack of appropriated funds at the start of the federal fiscal year-a complete gridlock. This shows that due to party rivalry in Congress, with different parties not being able to work together to work on a bill, it could potentially lead to gridlock,...(short extract)
