Answer: There has been a rise in welfare consumerism since the 1980s . The reasons for this will be accounted for by explaining and contrasting the social Democratic ideology devised the welfare state of the post war years with liberalism driven welfare state of 1980 onwards. Social Democratic ideology looks to five maxims for its basis of welfare supply. They are; equal opportunities for all, Democratic control of institutions, social citizenship, social justice and welfare rights for all. This ideology is based on structure, the controlled by the state of welfare provision and uptake for the social citizen.
