Question: To what extent could Germany be considered a Parliamentary Democracy between the years 1900-1914? (30 marks) Grade A 70%
Answer: One, when approaching the issue of analysing the legitimacy of the German Empire’s democratic foundations, may immediately look for comparisons between the Parliamentary Democracies of today with that of the Germans in 1914- this would be a falsehood due to the evolution and change of what that term means. A Parliamentary Democracy today; is when a Parties power within Parliament reflects its power within the Government- this is often referring to the lower house. When comparing between now and then you will note this is not the case with Imperial Germany. Instead of a political force within the Bundesrat or the Reichstag performing their role as the legislature, it was often left to the appointed Chancellor- whom had no democratic legitimacy and often sought to undermine it.
