Answer: One issue facing countries at very low levels of economic development is that they face heavy debt. Such countries are often given bi-lateral aid from richer governments in order to solve such problems, however often this is a reason for debt being increasingly problematic. This is because bilateral aid is often given on the condition that this money must be spent on goods or services from the donor country. Attempts to pay back this debt is therefore made increasingly difficult and countries cannot invest in education, medical care and infrastructure which could aid the country's development in the long-term. Senegal is an LDC in West Africa who appealed for aid from the World Bank, who agreed on the condition that Senegal exported groundnuts in order to repay the loan.
