Answer: The notion of significant harm is central to the legal and statutory child protection system in this country and forms part of the threshold criteria to be reached before the state in the guise of the local authority or the court should intervene into the private workings of family life. Under Section 31 (2) of the Children Act 1989 before making a care or supervision order, the court must be satisfied that the child is suffering or likely to suffer significant harm and that the harm is caused either by inadequate parental care or the child being beyond parental control....(short extract)
