Question: Building Economics (QSP5BEC)

Scenario
You work for a multi-disciplinary firm and have been appointed to the pre-contract team of surveyors at the RIBA Plan of Work Stage 2, the concept design stage of a project.

The client proposes to construct a development of six single-storey steel-framed light industrial units on an edge-of-town site with a total Gross Internal Floor Area (GIFA) of 1400m2 and with associated provision for loading and parking. The site is in the north-west of England. There are existing buildings on the site that require demolition. An early ground investigation report has identified areas of contamination to the north-west corner of the site.

The units will be for let and the client requires the buildings to be low maintenance and sustainable to minimise running costs, and to ensure a good return on their investment over the long term.

Task
As the consultant assigned to project manage the development, and in consideration of your role in ensuring a successful project delivery, you have been asked to make a presentation to the client’s team to demonstrate the importance of the early design stages of the project.

Concerning the scenario above, your boss has asked you to submit your presentation with commentary notes in advance of the meeting.

a. Through your presentation you are required to critically evaluate the following factors:
• the importance of establishing the client’s requirements for the development early in the design process (two slides);
• the need to consider the site and design factors, and their impact on the cost of construction and investment potential both in the short and long term (three slides);
• early cost control methods used to establish the cost limit for the project including recommendation of a suitable approach (three slides).
(presentation slides equate to 500 words of this assignment)

b. Clearly state your assumptions and provide examples to support your explanation or discussion. Any back-up information or calculations should be included in your commentary notes. (Approximately 1,000 words)

Answer: Pre-contract Cost Management

Slide 1
Our pre-contract cost management includes a variety of different services that are used to accomplish and distribute potential costs at the initial phase, allowing the best choice to be made at that time. This is crucial, as some decisions associated with the construction process are difficult than others.

We understand your currently in the RIBA stage 1, with no drawings and limited specification. During this stage, we’d expect you to summarise the inception of the project. You understand the type of development you want, its distinctive features and purpose. This stage has been documented as vital in the successful delivery of a project. Several imperative design and project decisions are completed, including if the project proceeds. Consideration should be given to the method and practices of this stage (Jim Smith, 2016).
