Super Engineering Limited is a multinational light engineering company, with manufacturing facilities at Canada, UK and Vietnam. The company adopted budgetary system with emphasis on production and expense budget. The budget target used to be set on the basis of analysis of production facilities and production operations. While two units located at Canada and UK were working properly, Vietnam unit was not able to meet targets. Mr. Charles who has been as assistant manager at the Canada unit for nearly 10 years, was transferred to Vietnam unit as a plant manager. Mr. Charles had joined the company as an engineer trainee after obtaining his degrees in engineering and MBA. Right from his early days at the Canada unit, he has been very ambitious and a little autocratic. He believed in getting the things done through effective exercising of authority and control....(short extract)
