Answer: The concept of technological determinism holds that the development and values of a society are driven by the technology it employs, as opposed to societies developing technology in response to specific needs. It is helpful to understand the extent to which the various key development theories are aligned with technological determinism, as the notion of ‘determinism’ implies a lack of free will, which in turn raises the question of power and agency within the development process. In examining the perspectives offered by modernist and dependency theorists, it is possible to show the extent to which each is technologically determinist, and also the degree to which development might therefore be considered to be being imposed or even denied.
