Answer: This essay argues that it is accurate to say that Communist Government became increasingly centralised in the period 1918-1958. We must consider the roles of key features such as; party structure, the use of terror and the Civil War, which all enabled the Party to consolidate power and eliminate opposition.

The way in which the Communist Party was structured was a key element in accelerating the control which the Party had. Pre- October Revolution the Provisional Government were in dual control of the State, along with the Petrograd Soviet. However, it was crucial that changed and the October Revolution meant that the Bolsheviks were able to seize control of Russia. This led to the dissolving of the Constituent Assembly, which occurred as a result of the Bolsheviks not having majority in an election organised by Lenin.
